The Dutch Police Cognitietest After 2023: What the Percentile 16 Rule Means
The Dutch police cognitietest pass mark is set in law at the 16th percentile of your reference group. What that means, what changed in 2023, how to prepare.
The first step of Dutch police selection is a test you sit at home: the cognitieve capaciteitentest, or cognitietest, three adaptive parts in about 50 minutes, sent to you on kombijdepolitie straight after you register. Unusually, the police publish exactly what it takes to pass it. The rule is in a ministerial regulation, it changed in 2023, and it is widely misread.
What the rule actually says
Article 8 of the Regeling aanstellingseisen politie 2023 says that your score is compared with the reference group relevant to your function level and must reach a minimum percentile score of 16. The explanatory note puts it another way: candidates who score more than one standard deviation below the average, about 15 percent, drop out.
In plain words: imagine 100 candidates at your training level, lined up from weakest to strongest on this test. Roughly the weakest 15 are turned away at this step. Everyone else clears it. That is a floor, not a ranking, and the police say themselves that it is the absolute lower limit.
Who you are compared with depends on your training level
The reference group is chosen by function level. Someone applying for the mbo 4 agent training and someone applying for a bachelor programme are not measured against the same people, and the police do not publish the groups or their sizes. Under the older regulation there were five norm groups by qualification level, each of more than 2,000 candidates.
This matters for how you read any practice score, including ours. A percentile against people practising online is a useful ranking, but it is not the police's reference group, and it cannot tell you whether you would pass. What it can tell you is which part is weakest and what kind of item is costing you marks.
What changed in 2023
Until 31 January 2023 the test was longer, about an hour and forty minutes, and each part was scored on a 1 to 20 scale called a vigintile, with a minimum of 7. The 2023 regulation replaced that with the percentile 16 rule, which is equivalent to a vigintile score of 4.
The regulation's own explanation is worth quoting in substance: the gap between the old bar of 7 and the new bar of 4 sounds large, but it corresponds to a small difference in actual performance. So the bar did come down, but not by as much as the numbers suggest. Practically, if a guide talks about a 100-minute test or a score of 7, it was written for the old procedure.
Why the score is about difficulty, not your hit rate
The test is adaptive. It opens with a relatively easy item; a right answer brings a harder one, a wrong answer an easier one. The police say it directly: it is not about how many items you answer but how difficult they are, and the harder the items, the higher you score. They also warn that everyone ends up finding the test hard. That is not a sign you are failing. It is the test doing what it is built to do, pushing until it finds your level.
Two habits follow. First, the easy opening items matter more than they feel, because every miss sends you down a step and you spend the next items climbing back. Easy items only get a few seconds, but that is enough to check a rule once. Second, on hard items, use the time. They get minutes, there is no bonus for finishing early, and a right answer is the only thing that makes the next item harder.
The three parts in one paragraph each
Letterpatronen: two letters, no options
You see a series of letters with two missing and type the two letters that make it work. There is nothing to choose from, so write A to Z with 1 to 26 underneath on your scratch paper before you start, and turn every series into numbers. The harder items weave two series together, sometimes running in opposite directions, and the two blanks often belong to different series. Both letters must be right.
Woordrelaties: the relation, then the options
Word analogies, one word from five, and on some items a pair of words. Say the relation between the complete pair as a sentence before you look at the options, then test each option in the same sentence and the same direction. The traps are a word from the right topic but the wrong relation, and the right pair the wrong way round. On the real test this part is in Dutch, so vocabulary counts as well as reasoning.
Cijferpatronen: gaps, then ratios, then every other number
One number missing from a series, a set of two-number tiles or a small table. Test the differences between neighbours first, then the ratios, then read every other number for two series woven together. It is sometimes confused with cijferreeksen, which is Ixly's test: the police's part is cijferpatronen.
The verificatietoets decides whether your home result counts
Because the cognitietest is sat unsupervised, the police check it. On the selection day, with the sporttest, you take a short verificatietoets under supervision. It starts directly at the level you reached at home, and your result is only valid once you have done it. If you do not pass, you can sit the full cognitietest again that same day, supervised.
That is why the only preparation that works is honest preparation. A home result lifted by help puts you at a level you then have to hold alone. If you fail altogether, you may apply again after three months.
What to do this week
Sit one full run of all three parts in one go, on a laptop, with scratch paper and no calculator. Then look at three things: which part was weakest, how many items you left empty, and which kind of item you kept missing. An empty answer is the easiest mark to recover, a weak part is where your next sessions belong, and a recurring item type is a rule to learn on paper before you time yourself again.
